What are the grounds for a Call-in Request?

The following issues have been identified as the strongest in terms of criteria for a call in request and we recommend you focus on one or more of these in your email to the Mayor of London.

  1. Contamination - UXO’s and public health risk

  2. Infrastructure Failure - PTAL, one entrance, transport chaos and lack of connectivity

  3. Heritage - (Kensal Green Cemetery) strategic harm, tall buildings policy failure in a uniquely sensitive setting

  4. London-wide impacts (for example air borne toxins from the contaminated site can be carried 7km into Brent and Westminster)

  5. Affects more than one Borough - if approved, Project Flourish will also impact residents in Brent and Westminster (for example traffic chaos, taking contaminated waste via Harrow Road, 80 lorry journeys a day)

Even though RBKC approved Ballymore’s “Project Flourish” on Nov. 11th 2025, the application still has to go back to the GLA for 2nd Stage review before it is officially approved.

We believe we have strong grounds to ask Mayor Khan to “call in” Project Flourish for an in depth review, akin to a Public Inquiry.

It’s vital that residents write to Mayor Khan about their concerns before deadline Feb. 15th so our voices are heard!

Mayor of London Submissions

On January 5th 2026, we submitted detailed representations to the Mayor of London requesting a Call in or outright rejection of Project Flourish.

These representations were based on our previous formal submissions to the RBKC Planning Department (Nov 11th 2025) but re framed to address the specific criteria of a Mayoral Call in.
